Stakeholders
Chinese Embassies, Consulates, and Permanent Missions help promote, coordinate, and monitor BRI projects and other Chinese overseas investments, particularly through representatives of the Ministry of Commerce (MOFCOM) in economic and commercial counsellor’s offices across BRI host countries.
Possible Roles and Responsibilities of Chinese Embassies, Consulates, and Permanent Missions:
- Monitor the overseas activities of Chinese financiers, developers, contractors, and subcontractors.
- Provide information about the host country’s local and cultural contexts to financiers, developers, contractors, and subcontractors.
- Help financiers, developers, contractors, and subcontractors conduct outreach to local communities.
- Establish formal channels of communication to engage affected people, civil society organizations (CSOs)/nongovernmental organizations (NGOs), and other stakeholders.
- Establish and maintain a grievance mechanism to raise queries/concerns/complaints about noncompliance with applicable Chinese laws and regulations to MOFCOM and the Ministry of Foreign Affairs (MFA).
