The ASEAN Smart Cities Network (ASCN), one of the main deliverables of Singapore’s ASEAN Chairmanship this year, is a collaborative platform where cities in ASEAN work together to achieve the common goal of smart and sustainable development. ASEAN is, however, not alone in harnessing the concept of smart cities to achieve sustainable development. Many other cities are also at the forefront in advancing their smart city development strategies. Mainland China outnumbers other players in smart city pilots, while Hong Kong will be investing HK$700 million to push ahead with key infrastructure projects under its Smart City Blueprint. The conclusion of the ASEAN-Hong Kong Free Trade Agreement has enhanced collaboration between ASEAN, Mainland China and Hong Kong. It is therefore opportune to explore ways to achieve synergy between ASCN and the smart city development thrusts of Mainland China and Hong Kong.

ASEAN cities are home to more than one third of its total population and another 90 million people are expected to move to urban areas by 2030. As urbanization becomes a key trend that is fuelling the region’s economy, both governments and private sectors in the ASEAN cities are looking to adopt innovative and “smart” solutions for their stressed infrastructure, housing and services sectors. According to a recent study, smart city technology can improve the quality-of-life indicators of city dwellers by between 10-30%. Representatives from major ASEAN economies will comment on the opportunities presented by ASCN and the future of ASEAN smart cities.

Panel Discussion II | Connecting Smart Cities to Urbanization Challenges: Mainland China and Hong Kong
Of the world’s 1,000 smart city projects, China has 500, and is planning to develop 100 new ones by 2020. Hong Kong as an international financial hub, has recently pledged to pursue a “people-centric” smart city development approach via the use of innovation and technology. As strategies to adopting smart city solutions differ, the public-private partnership collaboration that identifies urban challenges and provides solutions remain the same. Local and Mainland-based experts will discuss how the concept of “smart cities” can solve urbanization challenges on the Mainland and Hong Kong.
