Developers and Contractors should:

• Fill out the environmental impact registration form and submit it to the county-level environmental protection administration for approval.
• Prepare environmental protection plans and implement measures to prevent environmental damage.

Chinese Environmental Protection Departments should:

• Create and publish a directory of environmental impact assessments (EIAs) for construction projects.
  • Gather the opinions of relevant ministries, business associations, and the public.
• Reevaluate projects’ environmental feasibility, the reliability of environmental impact forecasting, and the validity of environmental protection measures.
• Examine and approve EIAs before developers and contractors can begin construction.
• Notify developers and contractors of decisions in writing within 60 days of receiving EIA reports and 30 days of receiving EIA forms.
• Conduct online approval, filing, and disclosure of EIA documents.
• Reject construction projects that fail to:
  • Comply with environmental protection laws and regulations.
  • Meet local and national emissions standards.
  • Take measures to prevent environmental damage.
  • Report data on environmental impacts.
  • Provide accurate and valid environmental data.
• Inspect, monitor, and report on the implementation of environmental protection measures.
