Guidelines to the State-Owned Enterprises Directly Under the Central Government on Fulfilling Corporate Social Responsibilities

Scope of Application

Recommendations for developers and contractors that are central state-owned enterprises (CSOEs).

Purpose

Offers basic guidance to promote and implement sustainable development, environmental protection, and social welfare.

Key Points on Stakeholder Engagement

Developers and Contractors (which are CSOEs) must:

  • Be responsible to stakeholders and the environment by striking a balance between their own growth, social benefit, and environmental protection.
  • Fulfill corporate social responsibilities (CSR) that affect national security, the economy, society, and people’s livelihoods, as well as their own growth, vitality, brand, staff, and overall quality. 
  • Provide financial, material, and personnel support in case of natural disasters and emergencies.

 

Developers and Contractors (which are CSOEs) should:

  • Incorporate CSR into their corporate governance, business strategy, and daily operations.
    • Identify a department to manage CSR affairs.
  • Enhance their performance by exchanging ideas and experiences in fulfilling CSR with other companies in China and host countries.
  • Comply with regulations and laws, public ethics, and commercial conventions. 
  • Improve their management of emergencies. 
  • Offer safe and healthy working conditions and living environments to workers.
  • Respect the legal rights of workers.
    • Sign and respect contracts.
    • Adhere to the principle of equal pay for equal work.
  • Buy social insurance regulated by the government. 
  • Participate in community and social welfare programs. 
  • Encourage workers to volunteer for social services.
  • Establish regular communication and dialogue mechanisms concerning CSR to collect feedback from stakeholders and give responses.
    • Publicize all of the relevant information and feedback.
  • Gradually build a statistical index and assessment system for CSR, with performance evaluation where possible.

Developers and Contractors (which are CSOEs) should:

  • Strengthen resource conservation and environmental protection.
    • Take the lead in energy saving and emission reduction.
    • Upgrade their technology and equipment.
    • Improve resource utilization efficiency.
    • Increase investments in environmental protection.
