National Policy and Organization: What do we need to know?

Navarro Policy Center for Competitiveness and Stephen Zuellig Graduate School of Development Management, in partnership with the Asia Society Philippine Foundation, Inc. will host a forum entitled "National Security Policy and its Organization: What do we Need to Know?" on 18 June 2015 from 5:00 to 6:30 PM at the First Philippine Holdings Caseroom, 1/F Asian Institute of Management, Makati City. This event will feature retired Rear Admiral Vicente Agdamag, Undersecretary of the National Security Council (NSC), and Dr. Lorenzo A. Clavejo, Director V of the Strategic Planning Office, NSC.
The forum will include in-depth discussions on the subject of the Organization for National Security (ONS) as well as the overarching policy that underpins the organization, the National Security Policy (NSP). The ONS encapsulates the structures of the decision-making and planning processes vital to ensuring national stability and the protection of public welfare. It is subsumed within all three branches of Government – the Executive, Judiciary and Legislative. Central to its work is the formulation of national security policies and the preparation of national intelligence. Meanwhile, the NSP lays out the principles which guide the formulation of the strategic policy goals of the administration. These are targeted to the protection and enhancement of the country's national interests; the well-being of the Filipino people; and the sovereignty and territorial integrity of our nation. The NSP further lays out the internal and external environment considerations impinging on national security.
This upcoming forum is the 5th session of a series of discussions of Philippines, China and ASEAN that began in 2012. The first forum focused on the prospects for cooperation and regional public goods in the South China Sea. The second forum featured policy discussions with Mr. Walter B. Slocombe (Former US Defense Undersecretary for Intelligence) and Admiral Dennis C. Blair (Former United States Director of National Intelligence and Commander in Chief of the US Pacific Command) which touched on the increasing prominence of China in international affairs and the pivot of the United States to the Asia-Pacific region. The third forum centered on a dialogue with Prof. Emeritus Marwyn Samuels of Syracuse University, Dr. Liping Zheng of Asian Development Bank, and former ABC News Beijing Bureau Chief Mr. Chito Sta. Romana. It sought to deepen understanding of the dynamics underlying the territorial dispute between the Philippines and China given the latter's rapidly evolving socioeconomic and geopolitical landscape. The fourth forum focused on the lecture of Fullbright-SyCip Distinguished Lecturer, Dr. Michael Tkacik, emphasizing on why the South China Sea remains to be one of the most important disputes in the region for political and economic reasons. It centered on generating strength to deter the advancement of China's activity in the South China Sea.
