Measures for the Administration of Foreign Aid (Consultation Draft)
Regulations for the China International Development Cooperation Agency (CIDCA) and other relevant departments in the Chinese Government. Includes Chinese Government–funded foreign aid and activities that provide economic, technical, material, and human resources support to recipient countries.
Offers basic measures to bolster strategic planning for the dissemination of foreign aid, improve its overall coordination, standardize its management, and enhance its implementation and impact.
CIDCA should:
- Draft foreign aid strategies, plans, policies, laws, and regulations.
- Coordinate foreign aid and humanitarian emergency assistance.
- Supervise and evaluate foreign aid projects.
CIDCA and Relevant Departments should:
- Formulate country-specific aid policies that serve as the main policy basis for foreign aid provision.
- Set up and manage the United Nations (UN) Fund for South-South Cooperation and similar funds.
CIDCA could:
- Cooperate with local governments in China to implement overseas aid projects with geographical, cultural, human resources, and/or industrial advantages.
