Measures for relevant departments to undertake environmental impact assessments (EIAs) as part of project planning. Violations or adverse impacts from the execution of project planning should be reported to the examination and approval department, EIA consultants, or Chinese environmental protection departments for investigation.

Offers specific measures to strengthen EIAs and mitigate pollution and other forms of ecological damage.

The Chinese Government should:

• Establish a system for sharing information about EIAs.

EIA Consultants should:

• Solicit the opinions of the relevant entities, experts, and the public before submitting plans for projects with adverse environmental and social impacts.

EIA Consultants should:

• Prepare EIA reports that cover the following information:
  • Potential overall impacts on an ecosystem.
  • Potential long-term impacts on the environment and human health.
  • The relationship between socioeconomic benefits and environmental benefits.
  • The relationship between present and long-term interests.
  • Mitigation measures.
  • Conclusions on the feasibility of proposed plans. 

Chinese Environmental Protection Departments should:

• Formulate the technical guide for these EIAs.
