Measures for the Administration of Foreign Aid
Regulations for the China International Development Cooperation Agency (CIDCA), Chinese Embassies and Consulates, and other relevant departments in the Chinese Government. Includes Chinese Government–funded foreign aid and activities that provide economic, technical, material, human resources, and administrative support to recipient countries.
Offers basic measures to bolster strategic planning for the dissemination of overseas aid, improve the overall coordination of this aid, standardize its management, and enhance its implementation and impact.
CIDCA should:
- Work with relevant departments to formulate country-specific foreign aid policies.
Chinese Embassies and Consulates should:
- Report to CIDCA and the Ministry of Foreign Affairs (MFA).
Foreign Aid Workers should:
- Abide by local laws and regulations.
Chinese Embassies and Consulates should:
- Communicate with aid recipients about their needs.
Foreign Aid Workers should:
- Respect local customs and traditions.
CIDCA should:
- Ensure foreign aid helps eliminate poverty, improve the environment, promote economic development and social progress, and further sustainable development.
