We are very excited to be hosting Matt Murray, U.S. Senior Official for Asia-Pacific Economic Cooperation (APEC) for a special discussion on Wednesday, June 21, 2023 on APEC 201: Where are we Headed Now? Matt Murray will provide a refresher on APEC foundations, as well as share the latest news on APEC and the various ministerial and senior official’s meetings that have been taking place throughout the year. He will cover priorities ahead of the Leaders’ Summit which will be held in San Francisco in November for the first time. This program will be moderated by Ambassador Scot Marciel, Oksenberg-Rohlen Fellow at the Freeman Spogli Institute for International Studies at Stanford University, and former U.S. Ambassador to Myanmar from March 2016 through May 2020. The event follows the previous APEC 101 event we hosted in February.

SPEAKER BIOS 

Matt Murray was appointed as the U.S. Senior Official for Asia-Pacific Economic Cooperation (APEC) in February 2022. In this role, he coordinates U.S. participation in APEC and also oversees the Office of Economic Policy in the State Department’s Bureau of East Asian and Pacific Affairs.

Prior to his current assignment, Matt led the State Department’s Bureau of Economic and Business Affairs (EB) as Senior Bureau Official from August 2021 to January 2022, and he served as Deputy Assistant Secretary of State for Trade Policy and Negotiations from September 2020 to August 2021.

Matt has focused on U.S. economic engagement with the Asia Pacific region throughout his State Department career, including as Minister Counselor for Economic Affairs at the U.S. Embassy in Beijing, Counselor for Economic Affairs at the U.S. Embassy in Canberra, and Special Assistant for East Asian and Pacific issues in the Office of the Under Secretary for Economic Growth, Energy and Environment. 

Matt is a Senior Foreign Service Officer who also has served overseas in Beijing, Shanghai, Dar es Salaam and New Delhi and in Washington, D.C. as Director of the 24/7 Watch in the Bureau of Intelligence and Research. He has master’s degrees from the U.S. Army War College and the University of Pittsburgh and a bachelor’s degree from Washington College in Chestertown, Maryland.

Scot Marciel is Oksenberg-Rohlen Fellow at the Freeman Spogli Institute for International Studies, affiliated with the Walter H. Shorenstein Asia-Pacific Research Center. Previously, he was a 2020-22 Visiting Scholar and Visiting Practitioner Fellow on Southeast Asia at APARC.  A retired diplomat, Mr. Marciel served as U.S. Ambassador to Myanmar from March 2016 through May 2020, leading a mission of 500 employees during the difficult Rohingya crisis and a challenging time for both Myanmar’s democratic transition and the United States-Myanmar relationship.  Prior to serving in Myanmar, Ambassador Marciel served as Principal Deputy Assistant Secretary for East Asia and the Pacific at the State Department, where he oversaw U.S. relations with Southeast Asia.

From 2010 to 2013, Scot Marciel served as U.S. Ambassador to Indonesia, the world’s fourth most populous country.  He led a mission of some 1000 employees, expanding business ties, launching a new U.S.-Indonesia partnership, and rebuilding U.S.-Indonesian military-military relations.  Prior to that, he served concurrently as the first U.S. Ambassador for ASEAN Affairs and Deputy Assistant Secretary of State for Southeast Asia from 2007 to 2010.

Mr. Marciel is a career diplomat with 35 years of experience in Asia and around the world.  In addition to the assignments noted above, he has served at U.S. missions in Turkey, Hong Kong, Vietnam, Brazil and the Philippines.  At the State Department in Washington, he served as Director of the Office of Maritime Southeast Asia, Director of the Office of Mainland Southeast Asia, and Director of the Office of Southern European Affairs.  He also was Deputy Director of the Office of Monetary Affairs in the Bureau of Economic and Business Affairs.

Mr. Marciel earned an MA from the Fletcher School of Law and Diplomacy, and a BA in International Relations from the University of California at Davis.  He was born and raised in Fremont, California, and is married with two children.
