Notice of the China Banking Association on Issuing the Implementation Plan for Green Bank Evaluation in the Banking Sector of China (for Trial Implementation)
Notice for policy banks and other financiers that are members of the China Banking Association (CBA).
Offers guidelines to support the green, low-carbon economy; prevent environmental and social risks; and improve financiers' environmental and social performance.
CBA should:
- Evaluate green banks based on organizational management, capacity building, process management, internal control and information disclosure, and supervision and inspection.
- Submit annual evaluations to the China Banking and Insurance Regulatory Commission (CBIRC).
- Organize and establish the "Green Bank Evaluation Working Group,” which consists of business members recommended by major banks.
- Organize and establish the "Green Bank Evaluation Expert Group,” which consists of green credit experts recommended by major banks as well as by third-party intermediaries, civil society organizations (CSOs)/nongovernmental organizations (NGOs), and academic research institutions.
- This group should examine and approve green banks’ implementation plans and evaluation indicators, consider the fairness and rationality of evaluations, and deal with important problems.
