Bradley contends that Roosevelt and his Secretary of War, William Howard Taft, negotiated secret agreements with Japan. Believing that Japan was "the only nation in Asia that understands the principles and methods of Western civilization," Roosevelt decided that it should be the "natural leader" of Asians, effectively greenlighting Japanese expansionism.
