Recommendations for the China Banking and Insurance Regulatory Commission (CBIRC), People’s Bank of China (PBOC), policy banks, and other financiers.

Purpose

Offers basic guidance to limit financing of projects that could either use large amounts of energy or could have high carbon emissions.

Key Points on Environmental and Social Impact Assessment

PBOC and CBIRC should: 

  • Strictly control loans for projects related to energy conservation and emission reduction.
  • Examine and supervise investigations into loans.

 

Financiers should:

  • Investigate loans and financing for projects that save energy or reduce emissions.
