Chang Liu
Honorary Fellow, Center for China Analysis

Chang Liu is a Non-Resident Honorary Fellow at the Asia Society Policy Institute's Center for China Analysis. He is also the CEO and founder of ASK Health Asia, a catalyst for health systems transformation in Asia, with offices in China and Singapore. Through in-depth research, consultancy, platform creation, solution co-creation, and resource connection, the company works closely with leading industry leaders to provide innovative solutions to jointly promote new tangible health policies and capture growth opportunities within an emerging economy.
Prior to establishing ASK Health Asia, Dr. Liu was a regional director at ACCESS Health International, Inc. (AHI), a global nonprofit organization overseeing business development in both China and Singapore, for over seven years. As the work developed and matured across both regions, with the support from AHI leadership, Dr. Liu formally spun off the AHI China entity into ASK Health Asia to fully accelerate the company’s work and impact across Asia.
Dr. Liu holds a master’s degree in finance from the Guanghua School of Management at Peking University (2009) and a PhD in health economics from Brown University (2013). Following graduation, he conducted research and taught at the Duke-NUS Medicine School as an assistant professor. Dr. Liu authored the afterword of Affordable Excellence: The Singapore Healthcare Story, which documents the evolution of Singapore's healthcare system toward quality and sustainability between 2013 and 2014, and coauthored A City for All Ages with Dr. William Haseltine, chairman and founder of AHI, which documents aging in Singapore.
