Measures for Public Participation in Environmental Impact Assessments

Scope of Application

Measures for the Ministry of Ecology and Environment (MEE), developers, contractors, environmental impact assessment (EIA) consultants, and the public while EIAs are prepared and reviewed.

Purpose

Offers measures to standardize public participation in EIAs and guarantee people's rights to know, participate in, express opinions about, and supervise environmental protection.

General Key Points

MEE, Developers, Contractors, and EIA Consultants should: 

  • Disclose relevant information about public participation in EIAs in accordance with the law.

 

Developers and Contractors should:

  • Disclose relevant information on their own websites, in the media, or on the websites of government authorities in the project area within seven working days after determining the EIA consultants.

 

MEE should:

  • Prepare and determine the content and format of the public opinion form.
Key Points on Stakeholder Engagement

EIA Consultants should:

  • Seek the opinions of relevant entities, experts, and the public before submitting the draft EIA for examination and approval. 

 

Developers and Contractors should:

  • Seek the opinions of people and organizations within and beyond the project area.
  • Release the following information:
    • The link to the public opinion form.
    • The scope of public opinion.
    • The methods, approaches, and time frame for providing input.

 

Affected People, Civil Society Organizations (CSOs)/Nongovernmental Organizations (NGOs), and other stakeholders could:

  • Offer opinions to developers and contractors while the report is drafted.

EIA Consultants should:

  • Organize public participation while preparing the EIA report.
