Scope of Application

Guidelines for Contractors operating overseas.

Purpose

Offers specific guidance to enhance the implementation of environmental and social assessment and management (ESAM), community engagement, and environmental protection.

General Key Points

Contractors should:

  • Observe host country laws and regulations, relevant Chinese regulations, and international best practices.
  • Use Chinese and international best practices to implement social responsibility training programs. 
  • Observe their own or Chinese engineering standards when host country engineering standards are of lower quality.
  • Adhere to host country laws and regulations concerning quality, safety, and environmental protection.
Key Points on Stakeholder Engagement

Contractors should:

  • Establish and improve social responsibility information disclosure mechanisms, including regular updates on websites and publications, annual social responsibility or sustainability reports, and communication activities. 
  • Respect human rights and improve people’s livelihoods
  • Ensure that projects benefit local society and the environment.
  • Consider the expectations of stakeholders in decision-making and activities.
  • Publicly disclose decisions and activities that would significantly impact the local society, economy, and environment.
  • Promote economic and social progress of host countries.
  • Improve social responsibility performance.
  • Establish stakeholder engagement mechanisms to allow for their participation and access to information. 
  • Treat job applicants of different ethnicities, genders, races, nationalities, ages, religions, disabilities, marital statuses, and sexual orientations equally. 
  • Cultivate local workers and promote staff localization. 
  • Offer as many job opportunities as possible to local communities and vulnerable groups
  • Provide programs or funding for workers’ training and education on topics such as quality awareness and social responsibility.
  • Value local traditions and culture. 
  • Participate in and support the construction of local community projects.
Key Points on Environmental and Social Impact Assessment

Contractors should:

  • Conduct environmental impact assessments (EIAs) prior to project construction.
    • Implement measures to mitigate environmental risks and impacts.
  • Regularly assess social and environmental impacts of their operations.
    • Prepare and implement corresponding improvement plans. 
  • Promote environmental protection in host countries.
