Asia Society Hong Kong Center (ASHK) is proud to host Ambassador Kurt Tong, Managing Partner for The Asia Group, for a presentation and discussion on artificial intelligence (AI) governance in the Indo-Pacific, moderated by Ms. Raina Yeung, a well-respected regulator-turned data privacy professional who was until recently the most senior data privacy policy leader for Meta (Facebook) for the Asia-Pacific region.
Indo-Pacific governments are racing to develop regulatory frameworks for promoting, integrating, and governing AI. The resulting fragmentation of regulatory standards will present significant operational and compliance challenges for firms focused on AI, including digital services. What are the main schools of thought underlying regulation in the Indo-Pacific? How are governments finding a balance between fostering innovation and safeguarding national security? How will China and the US contend over AI standards-setting, and whose views will emerge victorious? Ambassador Kurt Tong is Managing Partner and member of the Executive Committee at The Asia Group, where he leads consulting teams focused on Japan, China and Hong Kong, and on East Asia regional policy matters. A leading expert in diplomacy and economic affairs in East Asia, Ambassador Tong has thirty years of experience in the Department of State as a career Foreign Service Officer and member of the Senior Foreign Service. Prior to joining the Asia Group, Ambassador Tong served as consul general and chief of mission in Hong Kong and Macau where he led U.S. political and economic engagement. Prior to that role, he served as the principal deputy assistant secretary for economic and business affairs at the State Department from 2014 to 2016, guiding the Department’s institutional strengthening efforts as its most senior career diplomat handling economic affairs. Ambassador Tong holds a B.A. from the Woodrow School of Public and International Affairs at Princeton University and studied economics at the U.S. Foreign Service Institute.
Raina Yeung is a legal and privacy policy expert with over two decades of legal and management experience in both private and public organizations in Hong Kong and Shanghai. She is currently a Fellow for the Centre for Civil Society and Governance at The University of Hong Kong. Previously, Raina served as the Director of Privacy and Data Policy, Engagement, APAC at Meta, previously known as Facebook (2019 – 2024). In this role, she led Meta's strategy, engagement, and public discussions on privacy and data-related issues in the APAC region. Raina is also a former regulator. Raina was the Assistant Privacy Commissioner (Legal, Policy & Research) at the Privacy Commissioner for Personal Data, Hong Kong (2018 – 2019). Raina's extensive in-house legal management experience includes roles as Assistant Chief Counsel – Head of Legal at Hong Kong Disneyland. At Shanghai Disney Resort, she was the Deputy Chief Counsel – Head of Legal. Before these roles, Raina had over 10 years of private practice experience at top-tier law firms in Hong Kong. Raina holds a Bachelor of Laws (Hons) degree from the University of Melbourne, Australia, and a Postgraduate Certificate in Laws.
