As the trading nations of the world evaluate their trade policies, this discussion aims to evaluate the impact of past policies of engagement with China, and explore options for the future of the global trade system. Stewart Paterson will outline the findings of his book, China, Trade and Power, which describes the unintended consequences of the policy of engagement with China which led to its accession to the WTO in 2001 without commitments to critical economic reforms. Panelists will expand on the challenges of sharing a global trade system between nations with fundamentally different economic models, and debate potential solutions to the current trade crisis.
Stewart Paterson is the author of “China, Trade and Power: Why the West’s Economic Engagement Has Failed.” He has worked in London, New York, Mumbai, Tokyo, Hong Kong and Singapore in senior roles with Credit Suisse, Credit Suisse First Boston, CLSA and more recently, as a Partner and Portfolio Manager of Tiburon Partners LLP. Having started his career with Hill Samuel in London in 1991, Stewart has covered the full spectrum of global markets equity strategy, developed market equities and emerging market equities, and has seen firsthand the economic impact of China’s integration into the global financial system.
Dr. Song Gao is Co-Founder of PRC Macro, an economic and financial information services platform to fill in the gaps that exist with respect to analysis of China’s economy. Previously, he served as China Country Representative and Principal Analyst for the Observatory Group (Washington, DC). In this capacity, Song was responsible for all China macro, political and policy research for the firm. Prior to that, he served as a Chief Economist of China Monitor Inc.
Stephen Olson is a Research Fellow at the Hinrich Foundation and Visiting Scholar at the Hong Kong University of Science and Technology. He began his career in Washington, DC as an international trade negotiator and served on the US negotiating team for the NAFTA negotiations. Stephen subsequently became President of the Hong Kong-based Pacific Basin Economic Council and Vice-Chairman of Cairo-based ARTOC Group for Investment and Development.
Eva Valle Lagares is the Head of the Trade Section, EU Office for Hong Kong & Macau. She joined the EU in 1998 and held various positions in the European Commission working on competition, research and development. Eva has served in the Cabinets of two EU Commissioners. She has worked on trade the last six years, focusing on strategy first and then leading the China desk of DG Trade in Brussels (i.e. in charge of coordinating EU trade and investment relations with China).
Alicia García Herrero is the Chief Economist for Asia Pacific at Natixis. She also serves as a Senior Fellow at European think tank, BRUEGEL and non-resident Research Fellow at Madrid-based political think tank, Real Instituto Elcano. Moreover, Alicia is currently an Adjunct Professor at the HKUST and a Member of the Advisory Board of Berlin-based China think tank, MERICS. She is an Advisor to both the Hong Kong Monetary Authority’s research arm and the Asian Development Bank, as well as a Hong Kong Forum Board Member. (Moderator)
