In May this year China adopted its 14th Five-Year Plan (FYP) which set out targets to 2025 and 2035. A major policy initiative that underpins China’s future economic trajectory is ‘dual circulation’ that seeks to drive China’s economy internally while limiting economic dependence on the west internationally. More than mere economic tweaking, this strategy, if successful, will have profound implications for global economics and geopolitics.
While creating ballast for a more consumption driven economy, dual circulation seeks to double down on China’s long-standing technology ambition envisioned under the ‘Made in China 2025’ strategy. As China looks to assert greater dominance over critical technologies and industrial outputs across the value chain, US-China tech competition is expected to ramp up with fears of a decoupling of China from the global economy. Dual circulation may also impact Australia’s export sectors of iron ore and coal.
