China’s annual National People’s Congress and Chinese People’s Political Consultative Conference sessions in March are important political events that take place after the 18th Party Congress. The 2013 sessions of the top legislature and the advisory body will elect a new leadership of the state and government. They will also unveil a series of new policies to tackle problems and challenges, and at the same time ensure continuity and certainty of the policy framework. Jiang Haishan, Vice President of the China Executive Leadership Academy, Pudong (CELAP), will take stock of the outcome of the two sessions, analyze the ethos of the newly-elected government, and discuss its possible policy trajectories as well as the significance of the 2013 sessions and their implications for China and the world at large.
Jiang Haishan is Vice President of the China Executive Leadership Academy Pudong (CELAP) that was founded by the government and is one of five national level institutions that train Communist Party officials, senior government leaders and business executives. Mr. Jiang has over 25 years of experience in education, especially international education exchanges and cooperation. He has previously served as international student advisor at East China Normal University, Director of the International Office at the Shanghai Municipal Education Commission and Vice President of the Shanghai Institute of Technology. Mr. Jiang graduated from East China Normal University, and studied at La Trobe University and the University of Queensland.
