NEW YORK, September 24, 2009 – Rebuilding Sri Lanka after 25 years of civil war will require resettling thousands, encouraging foreign investment, and preventing a resurgence of the Liberation Tigers of Tamil Eelam (LTTE), said Prime Minister Ratnasiri Wickramanayake.

The war between the government and the LTTE ended in May 2009 after the military reportedly killed Tamil leader Velupillai Prabhakaran. “Sri Lanka suffered for almost three decades of destruction from terrorism by the LTTE,” said Wickramanayake. Despite victory, he said, “residual effects and related problems remain.”

Speaking at Asia Society headquarters in New York, the prime minister said resettling internally displaced persons (IDPs) is the country’s largest post-war challenge. However, he made clear that a full resettlement will take time. “You cannot have a solution overnight,” he stressed. Wickramanayake said an estimated 280,000 still remain in internment camps, as a result of the conflict.

“It is not an easy task to provide welfare to these people all at once... yet we accepted this challenge," he said. "Today, the [displaced] are being resettled systematically and efficiently.”

In an effort to expedite the recovery of the war-torn north and east, Wickramanayake called on the international community to boost investment in the island nation. “We need the support and cooperation from nations that can afford to,” he said. The prime minister stated that the government has already begun substantial reconstruction projects in the two regions.

Wickramanayake also called on nations to help Sri Lanka clear the large number of mines scattered throughout the country’s north. “Terrorists have planted landmines in playgrounds, holy sites, farm fields, and roads,” he said. “We are not ready to push our people onto these death traps.”

“Accept that we have a big problem,” the prime minister urged, “ and help us.”

In a question-and-answer session moderated by Asia Society’s Executive Vice President Jamie Metzl, Wickramanayake addressed allegations of human rights abuses by the military and criticism of the government’s treatment of displaced Tamils. The Sri Lankan government and the LTTE have both been criticized by the United Nations over alleged human rights abuses during the conflict. Wickramanayake bluntly denied allegations of human rights abuses, saying “no crimes were committed by the army.”

When pressed by Metzl to clarify under what conditions the International Committee of the Red Cross (ICRC) would be allowed access to internment camps, Wickramanayake would only say that he supported the ICRC's work "to the extent that [they] will not disturb the normal peace and tranquility that remains within the camps." However, he would not provide any specifics.

Yes pray for the dooms day for Sinhalese but will that bring your dream peelam land? There were unimaginable brutal methods were used against Sinhalse by then UNP government, but were there Human Rights Organizations picketing from them? Were they lesser human beings? Tamils shgould be at least be grateful for the Sri Lankan Government because they are living not being killed randomly as in Iraq and Afghanistan
The discussion on Sri Lanka's post-conflict reconstruction and development was interesting but seemed to lack continuity as some of the responses lacked the details that the questions warranted. For example, the role of ICRC and the rights of the displaced people in the camps were not addressed suitably. I found the discussion on Afghanistan which was held a couple of months ago much more interesting and could engage the audience completely.
The Sri Lanka govt. should take action to allow the the IDP's in the camps to join with their other family and back to their own villages. In month of Oct. to Jan will be heavy a rainy season in the North East region.An the IDP's in the camps will have to suffer.It High time that the Sri Lankan goverment take some speedy measures to over come the issues that will be faced during the heavy rainy season.
Amaradasa, I recommend you to read some online news souses for the steps that Sri Lankan Government has taken to speedy resettlement of IDPS. I don't see any reason why Sri Lankan Government need to keep IDPS in the welfare camps that they really required to. First, the Sri Lankan Government should weed out the hiding LTTE carders among IDPS. Otherwise, if they were released without proper screening, they might carry out attacks against innocent civilians similar to what is going on in Iraq and Afghanistan for a quite a while. We Sri Lankans don't want such events to happen any longer and we have had such terrorist attacks for the past 30 year that killed about 60,000 innocent Sri Lankans (civilians). Second the Sri Lankan Government has to reconstruct the infrastructure in those war ravaged areas in order to give these people better facilities and living conditions. These requires both time and money. However, unjust criticism from some western countries does not help in any way.
you forgot to mention the 100,000 singala youth killed by the government in the 1980's...or is it that you do not care who the government kills?
Not really. But, look, after the complete annihilation of the JVP leader in early 90's forced them to move in to democratic way of doing politics. Now they have more than 35 members in the 225 member parliament. Why can't Tamils accept that the military strategy if futile and demand their so called lost rights in a democratic means?
we are aware that more than 80000 dead, still every day, many chidrent/womans/ being found dead/ more aand more with power are misusing the power to rape and murder young children and woman. murdering young mens, reporters, and journalist, who are exposing the truth/ arresting them and giving them maximum penality.still holding more 300000 people in crowded camps, in which everyday, lives are lost due to illness/water/food/nutritions/rape/disapperance/murder even young children. all srilankan goverment forces/army/police forces are changing the attitude, and realize they have been causing the worst speakable crime. they now changing.

if all these are ubbish, that all young men and woman are abducted in white van, or taken away claiming them to be members of LTTE, raping and murdering them. Do a google search on SRILANKAN ARMY force who went to haiti as UN peace keepers and was caught be media trying to SOLICITE/RAPE UNDERAGED GALS. are those ytoung gals in haiti members of LTTE ? why are none of foreign journalist/media was not allowed to go into the affected area , is it because of worst/horrified crimes commited by the srliankan government/army/navy/police forces will come into light. just because ltte killed, does not make srilankan goverment/army/navy/police force to abduct , rape murder young innocents children. woman/ more than 80000 dead, still still many more lives being lost everyday, young children,woman being found dead/corpse. over 300000 still being held in crowded camps , begging for protective shelter, as fear of srilankan army/police force trying abduct young gals and womans, seniors and young babies dieing of lack of nutrition
if srilankan army have raped women how come babies got blue eyes,if you go to idps you can see some blue eyes whitish children.
