North Korea has traditionally been deemed to be a threat to its neighboring countries. That assessment has been changing as the Kim Jong-un regime continues to make significant strides towards developing an intercontinental ballistic missile (ICBM) armed with a nuclear warhead. While the threat and likelihood of a miscalculation grow, the policy options available to the international community remain limited. Dr. John Park, an Asia security analyst at the Harvard Kennedy School, will address the following key questions: What are the inflection points going forward in this fast unfolding geopolitical crisis? How are the core countries’ decision-makers framing, evaluating and managing this increasingly complex North Korean security threat? What are the primary policy tools that core countries are using in addressing this threat? How effective have they been?
Dr. John Park is the Director of the Korea Working Group and an Adjunct Lecturer at Harvard Kennedy School. He is also a faculty affiliate with the Project on Managing the Atom at the Harvard Kennedy School’s Belfer Center for Science and International Affairs. Dr. Park previously directed Northeast Asia Track 1.5 projects at the U.S. Institute of Peace in Washington, D.C. He advises Northeast Asia policy-focused officials at the Departments of Defense, State, and the Treasury, as well as on the National Security Council and Congressional committees. Dr. Park’s numerous publications include Stopping North Korea, Inc.: Sanctions Effectiveness and Unintended Consequences (co-authored) and The Key to the North Korean Targeted Sanctions Puzzle. His current research focuses on the North Korean regime’s accumulated learning in evading targeted sanctions. Dr. Park received his M.Phil. and Ph.D. from Cambridge University, and completed his pre-doctoral and post-doctoral training at the Harvard Kennedy School’s Belfer Center.
