This month, President Hamid Karzai announced the Afghanistan Transition Plan (Integral), presenting the framework for the handover of security responsibility in certain provinces to Afghan security forces from US and NATO troops, a key element of the exit strategy.

What are the key challenges to transition to Afghan authorities? What have been NATO's successes in Afghanistan and how will they be judged? With the drawdown of US combat forces set to begin in three months, how prepared is the Afghan National Army (ANA) for the mission of defense? What are the main impediments to reconciliation?
